 ARY CARD?</em><br /><em>The library is funded through City property tax do
 llars. If you live within the city of Rockford\, you &ldquo\;pay&rdquo\; f
 or services through your taxes and are eligible to receive a free library 
 card. Those who live outside city limits are eligible to pay for library s
 ervices and receive their library card for an annual fee of $115. Rockford
  city limits can be confusing\, so ask us if you are unsure about whether 
 or not you live within them.</em></p>\n<p><em><strong>*</strong>WHAT DO I 
 NEED TO GET MY LIBRARY CARD?</em><br /><em>Getting your library card is ea
 sy. Just bring a current photo ID and proof of residency (driver&rsquo\;s 
 license\, utility bill\, etc.) to the East Branch Help Desk to complete an
  application (register). Children ages 5-13 years will need a parent/guard
 ian with them to apply for a library card.</em></p>\n<p><em><strong>*</str
 ong>CAN I USE MY CARD FROM ANOTHER ILLINOIS LIBRARY?<br />If you have a cu
 rrent library card from another Illinois library with which RPL has a reci
 procal borrowing agreement\, and you do not owe library fines or have over
 due materials\, you may use our resources. Reciprocal Borrowers have the s
 ame borrowing privileges as a Resident\, with the exception of electronic 
 devices and remote access to certain electronic databases.</em></p>\nhttps
