 ple.</p>\n<p>A Sister City relationship is a broad-based\, long-term partn
 ership between two communities\, usually in two countries. The relationshi
 p is officially recognized after the highest elected or appointed official
 s from both communities sign off on an agreement to become Sister Cities. 
 The purpose of these relationships is to promote economic development\, en
 courage investment and mutually beneficial opportunities\, and improve cul
 tural understanding. A Friendship City relationship is formed by cities as
  a stepping-stone to a more formal Sister City agreement.</p>\n<p>Loudoun
