 reer spans more than 40 years\, beginning in high school as a volunteer fi
 refighter. He went on to serve 24 years with the Fairfax County Fire and R
 escue Department (VA). Then he was appointed as chief of the Arlington Cou
 nty Fire Department (VA)\, where he served until June 2004. After he retir
 ed from the Arlington County Fire Department\, he served as Assistant Exec
 utive Director of the International Association of Fire Chiefs until 2012.
  For both his preparedness and response efforts related to September 11th\
 , Chief Plaugher was awarded the Secretary of the Army &ldquo\;Public Serv
 ice Award&rdquo\; and the Secretary of Defense &ldquo\;Medal for Exception
 al Public Service.&rdquo\;</p>\n<p>Retired Chief Plaugher and his wife\, B
