 s mitigating benefits to establishments who voluntarily participate in the
  state's "<a href="https://www.abcservertraining.com/education/alcohol-ser
 ver-training/arkansas-responsible-permittee-program/" target="_blank" rel=
 "noopener" title="Responsible Permittee Program">Responsible Permittee Pro
 gram</a>\," under which the Alcoholic Beverage Control Division will consi
 der certification in mitigation of fines and violations.&nbsp\;</p>\n<p>To
  qualify as a responsible permittee\, the operator must:</p>\n<ul>\n<li>At
 tend a responsible alcohol service training course approved by the divisio
 n (this course applies)</li>\n<li>Require every employee who sells or serv
 es alcohol to complete a responsible alcohol service training course withi
 n 30 days from their date of hire</li>\n<li>Maintain all records of employ
