Phil Rosenfelt oversees legal services related to the d evelopment and implementation of Federal programs supporting elementary an d secondary education\; career\, technical\, and adult education\; special education\; rehabilitative services\; and post-secondary education and ha s held this position\, or a closely related one\, since 2006. He also help s supervise legal work on technology-related and oversight matters and is a member of the Department&rsquo\;s Artificial intelligence Working Group. He earned a B.S. from the Wharton School of the University of Pennsylvani a in 1966\, a J.D. from Columbia University Law School in 1969\, and an LL .M. from New York University School of Law in 1971. He is a member of the New York State Bar and the Bar of the U.S. Supreme Court.
