\n< p>Oscar F. Ortiz is an award-winning Cuban American author\, he was born i n 1959 (Matanzas\, Cuba) but grew up in the United States. He studied film writing and commercial art at Miami-Dade College. Ortiz is the winner of the "Sole Second Prize" in the 2006 Enrique Labrador Ruiz International St orywriters Award\, with his crime story "La culpa fue de Hammett" (Blame i t on Hammett) and was declared "finalist" in the 2006 Telemundo writers wo rkshop contest. He has worked as a freelance screenwriter for Telemundo Pu erto Rico and Cubana de Televisió\;n studios in Miami. His short sto ry "Settling of Scores" was published in the "Havana Noir" anthology edite d by Achy Obejas published by Akashic Books in 2007.
