 ith the DC Department of Energy &amp\; Environment.&nbsp\; As an advocate 
 for birds\, he has been featured in local and national press\, as well as 
 on television.&nbsp\; Mr. Rauch has conducted more than 15 years of resear
 ch and conservation in the District of Columbia.&nbsp\;&nbsp\;</p>\n<p>Que
